AATB Responds to CMS Proposed Payment Rule for CY 2027

July 6, 2026

On Thursday, July 2, 2026, the Centers for Medicare and Medicaid Services (CMS) issued the Calendar Year (CY) 2027 Hospital Outpatient Prospective Payment System proposed rule

The Association for Advancing Tissue and Biologics (AATB) has reviewed the proposed rule and is disappointed that CMS did not propose an increase to the payment rate for skin substitutes administered in the outpatient hospital setting.

AATB remains concerned that the current reimbursement rate is insufficient to maintain patient access to the current range of skin substitute products. We will continue to strongly advocate for CMS to work collaboratively with stakeholders to establish and finalize a more sustainable payment rate for CY 2027 and future years.

AATB recently provided members with an update on our advocacy efforts related to skin substitute payment policy. We will continue to engage with CMS, Congress, and other key stakeholders to advance policies that support patient access, innovation, and long-term sustainability of the field.
